You can more than likely rent a hammer drill somewhere (Home Depot and Menards both have rentals, as well as specialty rental places), but you’d still be on the hook for bits and attachments. The question is whether or not that’s worth your time and energy compared to using power tools. You can do it with a hammer and a pry bar.
